Before you center the text on your title page, you need to separate the cover page from the rest of your report, so only the text on the cover page gets centered vertically. To do this, put the cursor right before the text you want in the new section and insert a “Next Page” section break.

Each paragraph or line in a Word document can receive its own formatting. Though a few properties -- margin size, paper size, page orientation -- apply to the entire document, individual text blocks can use their own fonts, styles, sizes and colors. You can also align each block separately. In reports and most other printed documents, it's standard to center the document's title but justify the remainder of the document's body.

Center Text Horizontally

Click the icon of centered lines in the ribbon's Paragraph group to center the title without affecting the rest of your text.

Center Text Vertically

Click 'Page Layout' in the ribbon's ribbon, and click the icon in the Page Setup group's lower right corner.

Click the 'Layout' tab of the Page Setup dialog box.

Click 'Center' in the Vertical Alignment drop-down box.

Click 'Selected Sections' in the 'Apply to' drop-down box.

Click 'OK' to center the document's title without affecting the rest of your text.

Note: Depending on which text editor you're pasting into, you might have to add the italics to the site name.

The first point to emphasize is that there is no such thing as a 'page' in the structure of a Word document. However, if a document will print on a single sheet of paper (1 page) you can center the content vertically between the Top & Bottom Margins by going to:

Format> Document
On the Layout page open the Vertical Alignment list
Select Center
Click OK

If the document will require more than one page but you don't want all pages to be vertically centered you have to use Section Breaks. Each Section can have different layout specifications.

If the document is supposed to have been set up for vertical centering but the PDF does not render it there must be something about how the document is constructed. Check to see if the setting described above has been used. It might also help to display the non-printing characters (¶) in order to reveal more about how the document was constructed.
It's also possible that there is a misinterpretation by the PDF driver. Make sure you have OS X, Office & your printer driver fully updated. You might also try going to File> Page Setup to select Any Printer from the Format for: list to see if that makes any difference.
